The design itself is based on the features and requirements of a traditional cycling cap. The short visor can be worn down, or flipped up. The stretch of the fabric provides a close fit, and feels completely minimal under a helmet. There tradition ends, with fully seam sealed waterproof protection and the singular feature of long neck flap, designed to sit outside the collar of your jacket, to prevent rain from running down inside. The flap has enough shape top hold form and stay in place, even with wind and racing speed. As a side benefit, the superior protection and breathability actually serves to hold some heat under the cap, which is generally a plus in a cool rain. Keep in mind that Tempesta is designed for a 43-68 °F temperatures, not warmer weather.
