That design gives you options—you can run a 2x drivetrain with the mount installed or remove it entirely for a 1x setup. The problem is that removing the mount leaves two threaded holes exposed on the seat tube, which looks unfinished and invites dirt and moisture into the frame. The plate is machined from alloy with a black anodized finish that matches the frame hardware on compatible Cervelo models.
